Senior Technical Program Manager

Position Overview

The Senior Technical Program Manager will lead the customer innovation program and one or more interrelated projects from inception to completion. The position works alongside Product Management, Product Research and Marketing, UI/UX, Engineering, Data Science, and fellow Technical Program Management to drive the integration, development, and delivery of complex Hybrid AI software platforms and solutions. The successful candidate will have a proven record of providing strong leadership and execution in complex software development projects and programs.  

Job Duties/Responsibilities   

This role is responsible for driving and delivering product programs. While focused on program delivery, this position requires you to wear both project and program management hats to lead interrelated projects within the program.

Program Management 

  • Evaluate whether new business opportunities are aligned with company goals, market demand, and product vision.
  • Develop a program strategy to support high-level company and product goals and objectives.
  • Participate in the contract finalization, charter development, and development of requirements and specifications.
  • Provide leadership and daily management throughout the program life cycle to ensure the program is carried out appropriately and in the right direction.  
  • Lead small-scale POC projects within the program, evaluate the outcomes, and make decisions for the program's next step.  
  • Support the product development teams to ensure all program products are aligned.
  • Ensure all documentation for the product release is ready.
  • Deliver final products to external stakeholders.
  • Implement mechanisms or processes to hear stakeholders' feedback and initiate another round of a program.  
  • Work cross-functionally to implement a mechanism from the get-go to support the recurring product upgrade internally and externally.
  • Recommend and implement program management process improvements.

Project Management

  • Manage multiple small-scale POC projects concurrently, providing leadership and daily management throughout the project life cycle.
  • Apply basic project management principles to develop a project management approach that fits the project's needs.
  • Participate in the contract finalization, charter development, and development of requirements and specifications.
  • Develop project plans and facilitate the resolution of all issues to reach project goals.
  • Lead engineers and data scientists to document technical requirements into actionable user stories and specifications.
  • Manage communication and drive meetings both internally and externally.
  • Complete all project obligations, and support making decisions for the next step. 
  • Recommend and implement project management process improvements.

 Minimum Qualifications   

  • 10+ years of direct project or program management in software product development, including projects for external clients, proof-of-concept, and production.
  • 2+ years of Product Management, Product Owner, or equivalent.
  • 5+ years of hands-on software programming, QA, or UI/UX design in industrial projects. 
  • Must have business level fluency in both Mandarin and English. 
  • In-depth understanding of SDLC, Agile philosophy, and Scrum/Kanban methodologies.  
  • Familiarity with Atlassian platform – Confluence, Jira, Bitbucket – or similar project tracking and version control software.
  • Flexibility to work with teams outside of your time zone. 

Preferred Qualifications 

  • Project Management Professional Certification, Certified Project Management Professional, Graduate Certificates in Project Management, or Agile Project Management Certifications.
  • Experience managing enterprise software development projects, including AI application development projects.
  • Familiarity with cloud technologies.
  • Experience managing overseas teams and clients.
  • BS or MS in Computer Science or a related degree.
